Bidding wars? Time on market less than 2 weeks? February continued to indicate that the housing market is gaining strength. For the 3rd straight month, both Pending and Settled listings were at a 4-year high. Pending listings were 29% higher than the previous year for the 2nd straight month, while Settled listings were more than 10% higher. Furthermore, the housing affordability index has broken the 200 mark, meaning the typical family has roughly double the income needed to purchase a median-priced home. The problem for Buyers will occur at the peak of the spring market. In most neighborhoods in the Philadelphia suburbs, there will be a few weeks or a month this spring when the greatest flurry of Buyers will be buying. For that period demand will exceed supply. You will know it is happening when every house you look at sells quickly and most have multiple offers on them (already beginning to happen). During that period prices will peak and Buyers will be forced to pay a premium. Good Hunting!

Owen J. Roberts superintendent resigns
In a surprise move, Owen J. Roberts Superintendent Joel DiBartolomeo resigned his post effective Oct. 7. His contract was to expire June 30, 2014. OJR School Board President John W. Stone stressed that the resignation is a mutually agreeable separation and that the board will not divulge DiBartolomeo’s reason for leaving. DiBartolomeo was hired in Nov. 2009 by the previous school board as a replacement for terminated superintendent Myra Forrest. Assistant Superintendent Kathryn Soeder will serve as “substitute superintendent” until a replacement is appointed.

West Chester schools approve tax increase
The West Chester Area School Board on Monday night approved a 2010-2011 budget that includes a 2.83 percent property tax increase. The average increase for the district’s Chester County residents will be $98, while the average increase for its Delaware County residents will be $28, according to district officials. The average tax bill in the district’s Chester County portion, where the average assessed home value is $189,950, will be $3,343; the average tax bill in the district’s Delaware County portion, where the average assessed home value is $289,443, will be $3,980. The district finance committee two weeks ago recommended a budget that included a 3.3 percent tax increase. Board member Maria Armandi Pimley on Monday proposed an amendment to that recommendation that brought the increase to 2.83 percent, and five of the eight board members present voted to accept her amendment.
