Berwyn study group ponders size, shape of village

Easttown Township’s Berwyn study group is attempting to better define the village of Berwyn. Ultimately, the goal is to make the village, which has a population of 5,000, a more viable place to live, preserving and changing where necessary, and updating ordinances with the support of the community.  A meeting to solicit public input has been scheduled for Tuesday, Sept. 20, 7 p.m. at Trinity Presbyterian Church in Berwyn.

Easttown residents oppose ‘nuisance taxes’

Facing a forecasted operating deficit of as much as $1 million for 2010, Easttown Township has been exploring the implementation of one or more Act 511 taxes (often called “nuisance taxes”), including an earned income tax — an unpopular revenue-generator in Southeastern Pennsylvania. Many of the 250 residents who attended the township supervisors meeting told the board that it should consider cuts before raising existing property taxes or implementing new taxes. Easttown Township to explore earned income tax as revenue option

On Monday, Oct. 19, at 8:00 p.m., the Easttown Township Board of Supervisors will be presented with information on Earned Income Tax and other Act 511 taxes by the Pennsylvania Economy League. The meeting is to be held at the Beaumont Elementary School, 575 Beaumont Road, Devon, and is open to the public. Easttown Township is facing a budget deficit for 2010, in part due to declining real estate transfer tax revenue, salary increases and an increased pension contribution. An ad-hoc budget committee was created at the Oct. 5 Board of Supervisors meeting with the intent of looking at the budget with an independent set of eyes and varied expertise. The members include a forensic accountant, business consultant, marketing professional, Realtor and tax attorney. Looking for buyers on the Main Line – The fever for big houses built on spec cools off

For at least five years, the practice of tearing down existing, older homes in neighborhoods along the Main Line and putting up new speculative mansions was common – until now. The market for tear-downs and homes built on spec, without buyers lined up, has come to a halt, a casualty of the housing downturn. Tredyffrin changes zoning in downtown Paoli

In an attempt to assure Paoli residents that new downtown development will not drastically change the character of their neighborhoods, the board of supervisors amended the township’s zoning so that certain urban structures cannot be built along the edges of Paoli’s residentially zoned neighborhoods. Tredyffrin officials fine-tune comprehensive plan

The latest draft of the Tredyffrin Township Comprehensive Plan – with more fine-tuning than substantive changes – was unveiled by representatives of McCormick Taylor, the project’s consultant group. It was the fourth public meeting on the comprehensive plan, a policy tool intended to guide future growth and redevelopment in the township. Residents who wish to offer input or hear more about the plan can attend the next planning-commission meetings which will be held on May 1 and May 15. Drafts of the plan can be reviewed at the Tredyffrin Township building and at township libraries. Links to the electronic versions of the plan can be found at www.tredyffrin.org.

Paoli train station loses funding this year

The Delaware Valley Regional Planning Commission (DVRPC) has announced that it is freezing funding which Paoli hoped to use this year to begin the redesign of roads. The money – $1 million provided through PennDOT’s Transportation Improvement Program – was supposed to fund engineering studies to determine how the roads around the proposed Paoli Transit Center and Paoli Rail Yard development should be altered, according to Township Manager Mimi Gleason. A manager at the DVRPC said the money is being made unavailable because the Paoli Transportation Center project has been moving slowly and did not seem likely to get underway this year. Elizabeth Schonmaker of DVRPC said that the money will be available to Paoli again in 2011.
